Is parking allowed on a priority road outside built-up areas?

What does this rule or driving tip mean? On priority roads outside built-up areas, parking on the carriageway is prohibited. Higher speeds and limited sightlines make a stationary vehicle especially dangerous there.

How to apply this safely
Recognise the yellow diamond-shaped priority sign.
Use a lay-by or designated parking area.
Check that you are truly outside a built-up area.
